1996年1月12日,四川省武委会决定,给巴中市人武部政委杨秀全记一等功,以表彰他扎根大巴山区,带领民兵艰苦创业、改变老区落后面貌的卓越功绩。杨秀全,这位苗族的后裔,1983年调任地处川陕革命根据地腹心的巴中市(1992年由县改市)委常委、市人武部政委。为了革命老区的发展、繁荣,为了山区人民的富裕幸福,他无私奉献。四川省委、省人民政府、省军区先后将他树为“率兵带民扶贫先进标兵”、“参建致富先进个人”等。去年12月,他还光荣地当选为四川省国防后备力量建设“杰出人物”之一。
On January 12, 1996, the Sichuan Military Committee decided to give first place to Yang Xiuquan, political commissar of the Bazhong Municipal People’s Armed Forces Department, in recognition of his outstanding achievements in taking root in the mountains of the Daba and leading the militiamen in arduous pioneering work and in changing the backwardness of the old area. Yang Xiuquan, a descendant of the Miao people, was transferred to Bazhong (formerly the county by the county in 1992) and political commissar of the Municipal People’s Armed Forces in 1983, who was transferred to the heart of a revolutionary base in Sichuan and Shaanxi. For the sake of the development and prosperity of the old revolutionary base areas, he gave his own selfless dedication to the prosperity and happiness of the people in the mountains. Sichuan Provincial Party Committee and Provincial People’s Government and the provincial military region successively set him as “an advanced pacesetter with troops and people leading the poor,” and “participating in and getting rich and becoming an advanced individual.” In December last year, he was also honored to be elected as one of the “Outstanding People” in the national defense reserve building in Sichuan Province.
