信息工业是当今世界蓬勃发展的一项高技术工业。巴西国会于1984年通过的7232号信息技术法案对信息技术活动的概念作了明确的规定。该法案规定,信息技术活动为“任何同信息处理的合理化和自动化相关的活动”。从技术上讲,信息处理是可以使用电子计算机的领域的总称,包括数据处理、数据通信、过程控制、模式识别等。作为发展中国家的巴西,在信息工业方面目前已跻身子世界十大强国的行列。巴西信息工业的发展从一个侧面说明,高技术领域并非只能由发达国家垄断,发展中国家也可以在此领域开拓进取。因此,巴西的经验值得借鉴。
The information industry is a thriving high-tech industry in today’s world. The Information Technology Act No. 7232, adopted by the Brazilian Parliament in 1984, clearly defines the concept of information technology activities. The act stipulates that information technology activities are “any activity related to the rationalization and automation of information processing.” Technically, information processing is a general term for areas where computers can be used, including data processing, data communications, process control, pattern recognition, and the like. As a developing country, Brazil has now ranked among the top ten powers in the world in the information industry. The development of the information industry in Brazil illustrates from one aspect that the high-tech sector is not only monopolized by the developed countries, but can also be exploited in this field by developing countries. Therefore, Brazil’s experience is worth learning from.
