宁夏地处西北内陆,自然条件恶劣,国家级贫困县较多,经济和社会发展缓慢,财政增收基础薄弱,县乡财政困难问题成为长期以来困扰经济社会发展的主要矛盾。为此,宁夏各级财政部门迎难而上,以科学的发展观为指导,采取有力措施,增强市县发展经济、培育财源的能力,努力缓解县乡财政困难,促其不断发展。
Located in the hinterland of northwestern China, Ningxia is in poor natural conditions. There are many poor counties at state level, with slow economic and social development, weak foundation for fiscal revenue growth, and the financial difficulties of counties and townships, which have plagued the economic and social development for a long time. To this end, the financial departments at all levels in Ningxia are facing difficulties and are guided by the scientific concept of development. They have taken effective measures to enhance the ability of cities and counties to develop their economy and cultivate financial resources, and strive to ease the financial difficulties of counties and townships and promote their continuous development.
