目的调查分析云南省城市社区卫生服务机构的举办主体、人员编制、房屋及其政府投入等情况,为云南省各城市社区卫生服务机构发展提供参考,为各级政府及其卫生行政部门提供决策依据。方法 (1)通过收集逐级上报审核的《2010年云南省城市社区卫生服务机构基本信息调查表》、《2010年推进社区卫生服务工作有关情况报告》进行汇总分析;(2)电话访谈。结果云南省城市社区卫生服务机构举办主体以政府所属医疗机构为主,接近70%,而政府直接举办的较少,仅10%左右。建设规模达标的城市社区卫生服务机构仅有28.64%,还有42.23%的机构在租赁房屋。近90%的城市社区卫生服务机构未核定人员编制。中央和省级财政对云南省城市社区卫生服务中心、站投入建设率分别为51.74%、16.95%,部分基本设备配备率分别为41.32和19.15%。结论政府主导城市社区卫生服务工作亟待落实,核编工作迫在眉睫,政府对机构建设和基本设备配备的投入严重不足。坚持政府主导,加大政府投入,加强社区卫生服务机构建设,落实人员编制以及如何调动机构的积极性,推动社区卫生服务工作稳定向前发展均应成为当前工作重点。
Objective To investigate and analyze the main body, personnel establishment, housing and government investment of urban community health service institutions in Yunnan Province, provide references for the development of community health service institutions in all cities of Yunnan Province, and provide decision-making basis for governments at all levels and their health administrative departments . Methods (1) Collect and collect the “Questionnaire on Basic Information of Urban Community Health Service Organizations in 2010 in Yunnan Province” and the “Report on Relevant Situation of Community Health Service in 2010” collected and reported step by step; (2) Telephone Interview. Results The main body of urban community health service organizations in Yunnan Province was mainly government-owned medical institutions, nearly 70%, while the government directly held less, only about 10%. Only 28.64% of the city’s community-based health service agencies have reached the standard of construction, and 42.23% of the agencies have rented houses. Nearly 90% of urban community health service agencies have not approved staffing. The central and provincial governments have invested 51.74% and 16.95% respectively in the construction of urban community health centers and stations in Yunnan Province, with some of the basic equipment availability rates at 41.32 and 19.15% respectively. Conclusion Government-led urban community health services need to be implemented urgently, and nuclear government work is imminent. The government is seriously under-invested in institution building and basic equipment provision. Adhere to the government dominance, increase government investment, strengthen the construction of community health service agencies, the implementation of staffing and how to mobilize the agency’s enthusiasm and promote the steady development of community health services should be the focus of the current work.
