河南山区地域辽阔,资源丰富,发展林牧业和多种经营的潜力很大,建国三十多年来,山区的经济建设和人民的生活水平虽有较大的发展与提高,但与平原区相比,其发展速度与水平都比较缓慢。长期以来,山区单一搞粮食生产,毁林开荒。陡坡开荒,破坏了生态平衡。水源减少,自然灾害增多,水土流失严重。目前山区还有5％左右的农产温饱问题未得到解决。开发山区资源,振兴山区经济,对于加快河南农业现代化步伐,建设社会主义两个文明建
