体育的发展同社会的经济和科学文化发展有着极为密切的关系，因为人的社会需要是在一定社会发展条件下产生的，其满足的程度自然是受社会发展所能达到的水平制约的，我们依据此观点，根据现代社会、经济和科学技术的发展状况，联系体育运动发展的规律和特点来观察、研究分析我国未来体育的发展趋势。竞技体育是体育的重要组成部分，“奥运争光计划”是我国体育发展战略的基本内容之一。虽然我们在奥运会上取得了可喜的成绩，然而在高水平上再求得发展，其难度比在低水平上求得发展要大得多。新局面要求人们具有新思维，其中战略性思考是不可缺少的。
