In a city that has more than two million inhabitants in the heart of a large city, there is about 255 acres of undeveloped or unused land. The only industrial enterprise here is an abandoned coke plant that has been criticized by local residents and warned by environmental protection agencies for many years that its owner has decided to sell it. A municipal stadium is located in this area, but it has also been deserted. Therefore, government officials have considered other uses for better purposes.
