为了加强对科技工作的领导,使全国军、民各方面的科技工作在一个有权威、有效率的精干的机构统一筹划和统一指挥下,协调地进行工作,决定成立国务院科技领导小组。由赵紫阳同志任组长,方毅、宋平同志任副组长,国家计委、经委、科委、国防科工委、中国科学院、教育部和劳动人事部等部委的负责同志参加。领导小组的主要任务:(一)统一组织和管理全国科技队伍,按需要调动集中使用。(二)统一领导科学技术长期规划,包括行业和重点企业的技术改造规划,使各个规划之间能互相渗透、互相衔接。(三)研究重大技术政策的决策。(四)决定重大技术的引进
