分析了中国渔业“十一五”新战略规划期的世界渔业管理的发展背景和中国渔业经济发展的成功经验及存在问题。作者认为中国渔业正面临着新的战略转型的关键时期,渔业发展总体思路系统性不强、渔业发展和服务的目的不清、渔业产业存在结构性矛盾、以人为本思想尚待加强、渔业支撑体系建设长远性和系统性考虑不够、渔业行业管理和服务手段不强,是目前应对渔业持续发展转型挑战须解决的关键问题。作者提出“十一五”规划期中新战略规划期渔业发展的政策取向是:可持续发展目标、最大资源配置目标、高经济绩效目标、发展体系构建目标、渔业国际化目标。
The background of the development of world fisheries management during the new strategic planning period of “Eleventh Five-year Plan” and the successful experience and problems of China’s fishery economy development were analyzed. The author believes that China’s fisheries are facing a critical period of new strategic transformation. The overall thinking of fisheries development is not systematic, the purpose of fishery development and services is unclear, there are structural contradictions in the fishery industry, the people-oriented thinking needs to be strengthened, and the construction of the fishery support system Long-term and systematic consideration is not enough, the management and service means of the fishery industry is not strong, which is the key issue that should be solved in response to the challenges of the sustainable development and transformation of fisheries. The author proposes that the policy orientation of the fishery development during the new strategic planning period during the “11th Five-Year Plan” period is: Sustainable Development Goals, Maximum Allocation of Resources, High Economic Performance Goals, Development System Goals and Fisheries International Goals.
