纳日碧力戈教授认为,在双语教育政策的制定上存在两个主要问题,即少数民族主体性的缺失与研究单位弹性的缺乏。如何科学地制定双语教育政策,纳日碧力戈教授建议:第一,在双语教育政策制定过程中要加强平等的生命体之间的对话;第二,在双语教育政策制定过程中要充分运用“‘有’而能‘超越’”的思想处理生命体之间的平等性和族群之间的差异性;第三,在双语教育政策制定过程中要通过领会语言人类学中“符号”和“指号”之间的关系来处理大民族与少数民族之间的关系;第四,借鉴解释人类学家格尔茨的“model for”和“model of”的观点确立少数民族在双语教育政策制定过程中的主体性。
