从1957年全国公路工程情况看来,有些工程处(队)将较多地参加某些为工业建设而服务的任多,承揽一些非专业性的或者是虽属专业而条件复杂、问题较多的外包工程。这是一种新的情况,也是一个新的问题;由内包转为外包,问题会增加不少。本文所谈的仅是从一个并不长的工作时间内所取得的收获——或者说是体会,写下来和大家互相切磋,以资逐步地改进外包工作的管理。外包工程中究竟有那些问题呢?综合起来说,有三难,那就是:(1)工程分散、项目复杂所造成的管理难;(2)设计上问题多而待决所造成的施工部署难;(3)甲乙双方交涉问题多所造成的企业经营难。
