大型调水工程的特点决定了其资金投入的双向性。政府投资与其他投资的比例关系是大型调水工程投融资方案设计中必须研究的问题。可以从国家规定投资收益率的供给水价和世界银行建议的需求水价两种角度测算政府投资的理论占比 ,并在此基础上综合考虑各种约束条件 ,选定一可行方案。
The characteristics of large-scale water diversion project determines the two-way capital investment. The ratio between government investment and other investment is a problem that must be studied in the design of investment and financing for large-scale water diversion project. The theoretical proportion of government investment can be calculated from the supply water price of the investment return rate stipulated by the state and the water price demand of the World Bank as the basis for the proposal. Based on these, the various constraints are selected and a feasible solution is selected.
