前言为贯彻落实《中共中央国务院关于深入实施西部大开发战略的若干意见》(中发[2010]11号)和《西部大开发“十二五”规划》,抢抓新一轮西部大开发历史机遇,支持宁夏在人力资源社会保障重点领域和关键环节积极探索,先试先行,创新体制机制,健全完善覆盖城乡居民的就业创业服务和社会保障体系,提升就业创业和社会保障城乡统筹水平,人力资源社会保障部与宁夏回族自治区人民政府协商,于2012年3月2日在北京签署促进宁夏沿黄经济区建设共建统筹城乡就业创业和社会保障示范区备忘录。
