前几年,在经济过热、信贷失控的大气候下,各地掀起一股“全民经商”、“一包就灵”的热潮,一时间,林林总总的皮包公司应运而生,到处皆是;承包形式层出不穷,为我所用。一些搞歪门邪道的单位,搞了承包,肥了个人,亏了国家和集体,到头来还要金融部门背包袱。在千奇百怪的皮包公司中,竟有一种专营介绍贷款捞取承包收入的皮包公司。此类公司,利用权力,捞取收入,危害更大,这里揭示的某县政府属下的一个办公室经营的皮包公司,问题确实突出,阅后令人瞠目。这个办公室,利用手中掌管的权力,在全民经商的态势下,居然办起了全部交由个体户承包经营
