2016年12月,国务院印发《“十三五”脱贫攻坚规划》,阐明了“十三五”时期国家脱贫攻坚总体思路、基本目标、主要任务和重大举措。规划提出,“十三五”脱贫攻坚工作,以革命老区、民族地区、边疆地区和集中连片特困地区为重点,充分发挥政府、市场和社会协同作用,充分调动贫困地区干部群众的内生动力,大力推进实施一批脱贫攻坚工程,加快破解贫困地区区域发展瓶颈
