Since the Ninth Five-Year Plan, under the dual pressures of the Asian financial crisis and the lack of domestic demand, the scale of China’s use of foreign investment is still on the rise. In 1996-1999, a total of 230 billion U.S. dollars of foreign capital were used. It is estimated that the scale of foreign capital utilization in the Ninth Five-Year Plan will reach 290 billion U.S. dollars, an increase of 130 billion U.S. dollars or 80% over the 1985’s. From 1996 to 1999, China absorbed a total of 184.5 billion U.S. dollars in foreign investment. It is estimated that the foreign investment in the Ninth Five-year Plan period will be 230 billion U.S. dollars, nearly doubling the growth rate of the “Eighth Five-Year Plan”. Among them, foreign direct investment is about 210 billion U.S. dollars, foreign investment in other stocks such as overseas-issued shares is about 20 billion U.S. dollars, foreign investment is utilized in the “Eighth Five-Year Plan” period
