论述了建安工程成本的内涵,分析了投标价格形成机制,提出了“社会平均先进成本”的概念。对投标价格在工程招投标活动中的定位进行了分析,并探讨了招投标活动中投标价格低于成本的认定方法。
The connotation of Jian’an project cost is discussed, the formation mechanism of bidding price is analyzed, and the concept of “average social advanced cost” is put forward. This paper analyzes the position of bidding price in bidding and bidding activities and discusses how to determine the bidding price below cost in bidding and bidding activities.
