民主理财消隔阂过去,我村财务管理权集于一人,群众不了解钱的去向,对开支内容也无法了解。干部也怕群众监督,不敢报帐,干群隔阂很大。 1995年初,新的一届支部上任吸取以往的教训,决定在财务开支上主动争取监督,提出“钱让大家看着花”的口号。具体做法就是双层管理,分级负责。第一层是村级收支。每项日常开支都要有村书记、村民主任和副书记三人共同签字才能报销上帐。第二层是生产队的开支。每项开支由一名支委、一名生产队长和一名党员代表共同签字,共同负责。每半年,村里向全体党员和群众代表公布一次帐目,要求群众审查,然后列出清单贴出去,向全村公布。群众若有不明之处,可随时找党员、群众代表询问,也可直接找村干部要求查帐。真正做到民主理财。去年底,有两个队的部分群众对村里的几笔帐目有怀疑,要求查帐。村领导让会计将帐簿、原始单据拿出来请他们细看,并加以说明。群众明白了钱的去向,疑虑很快消除。
