在政治系统中统一领导干部工作是越南共产党的重要领导方式。越南共产党不仅根据民主集中原则统一领导干部工作和管理干部队伍,同时发挥政治系统中各组织与各组织领导对干部工作的责任与作用,这些做法取得了一定成就,但仍存在诸多不足。为此,越南共产党提出在干部工作各环节进行试点的方案,包括党代会基层部直接选举常委、书记和副书记;一体化省、县、乡地方政府的党组织和职称;改革司局级和处级领导干部的聘用方式,实施实习和见习领导制度;国家人才战略、国家培养教育干部的方案;党员机制,参与监督干部的人民组织及实施监督的工作;改革工作竞争奖赏机制等等。现今,越南共产党已就党内选举方式等逐步展开试点,并在总结试点的基础上考虑是否正式实施试点主张并对宪法进行补充与修改。
The unified leadership of cadres in the political system is an important form of leadership for the Vietnamese Communist Party. Nowadays, the Vietnamese Communist Party has gradually started pilot projects on ways of inner-party elections and on the basis of summing up the pilot projects, it has considered whether to formally implement the pilot proposal and supplement and amend the constitution.
