为保证渔船、渔民的航行、作业安全。国际海事组织海上安全委员会渔船安全小组起草了《国际渔船安全公约》(简称SFV),并于1977年3日要西班牙召开的外交大会上审议通过。但由于接受该公约的国家拥有长度24米及以上渔船没有达到占全世界船长24米及以上渔船总数量50%的这一生效条件。所以1977SFV一直未能生效。为此,十多年来国际海事组织一直致力于公约的修改工作,并完成了制订渔船公约议定书的工作,1993年4月在西班牙召开的外交大
To ensure the fishing vessels, fishermen’s sailing, work safety. The IMO Safety Committee for Fishing Vessels of the Maritime Safety Committee drafted the International Convention for the Safety of Fishing Vessels (referred to as SFV) for consideration and approval at the Diplomatic Conference to be held in Spain on March 3, 1977. However, as a result of the entry into force of the Convention, States having fishing vessels of 24 meters in length and over did not achieve 50% of the total number of fishing vessels 24 meters and over in the world. 1977SFV has not been effective. For this reason, for more than a decade, the International Maritime Organization has been devoting itself to the revision of the convention and completed the work on formulating a protocol to the fishing vessel convention.
