危险化学品,是指具有毒害、腐蚀、爆炸、燃烧、助燃等性质,对人体、设施、环境具有危害的剧毒化学品和其他化学品[1]。随着我国市场经济的发展,种类和数量不断增多的危险化学品在生产、储存、运输、使用过程中很容易发生燃烧、爆炸、中毒及腐蚀等事故,直接关系到人民生命和国家财产的安全。联合国《关于危险货物运输的建议书》(以下简称《建议书》)按照危险化学品运输时具有的危险性或最主要的危险性,将其分为9大类[2]:(1)爆炸品;(2)气体;(3)易燃液
Hazardous chemicals refer to highly toxic chemicals and other chemicals that are poisonous, corrosive, explosive, burning, combustion-supporting and hazardous to human beings, facilities and the environment [1]. With the development of our country’s market economy, accidents of burning, explosion, poisoning and corrosion easily occur in the process of production, storage, transportation and use of dangerous chemicals with increasing types and quantities of pollutants, which are directly related to people’s lives and the safety of state property .
