经上海市科委批准立项研究的《构建上海中小企业科技服务体系对策研究》软课题已经完成。我国科技服务体系的出现早于小企业服务体系。《研究报告》认为,科技服务体系是指“科技为经济服务,为促进科技与经济结合而形成的一种服务体系”。“构建科技服务体系的目的是为了落实科学技术是第一生产力的思想,促进科技与经济结合,促进科技成果转化,促进高科技,实现产业化。”科技服务体系从一定意义上说,也就是中小企业科技服务体系,但这是一种一般中小企业服务体系无法代替的服务体系。《研究报告》共分六个部分,以下刊登的主要是《研究报告》的第五部分:“国外经验借鉴”。标题是编者加的。
