本文在对财政支出对经济增长影响的文献综述分析基础上,构建一个解释经济增长的理论框架,建立2个计量模型,通过对山东省16市从2000年-2006年的面板数据进行实证分析,研究了规模以上固定资产投资总额、人均年消费性支出以及净出口等因素尤其是财政支出对经济增长的影响。得出在经济转型时期,人均消费和财政的购买性支出对经济增长的贡献突出,而转移性支出作用比较不明显。由此,提出应加强财政制度的建设,同时重视并发挥好财政支出中转移性支出功能的建议。
Based on the literature review of the influence of fiscal expenditure on economic growth, this paper constructs a theoretical framework to explain economic growth and establishes two econometric models. By analyzing the panel data of 16 cities in Shandong Province from 2000 to 2006, Studied the above-scale fixed asset investment, per capita annual consumer spending and net exports and other factors, especially the impact of fiscal expenditure on economic growth. It is concluded that in the period of economic transition, the per capita consumption and financial purchasing expenditures make a significant contribution to economic growth, while the role of transfer expenditure is not obvious. Therefore, it is proposed that we should strengthen the construction of the financial system, at the same time attach importance to and give full play to the function of the transfer expenditure in fiscal expenditure.
