本文从劳动力利用的费用与效益这一视角；分析了劳动力市场机制失灵的原因。认为政府行为对减少失业，增进社会福利具有重要意义。以此为理论依据，揭示了我国体制转型时期失业率上升的原因，并提出了促进就业的经济政策
This paper analyzes the reasons for the failure of the labor market mechanism from the perspective of the cost and benefit of labor utilization. It is of great significance to government action to reduce unemployment and promote social welfare. Using this as a theoretical basis, it reveals the reasons for the rising unemployment rate during the period of institutional transformation in our country and proposes economic policies to promote employment
