2015年12月28日,上海市发布《上海现代职业教育体系建设规划(2015-2030年)》,对“纵向贯通、横向融通”进行了精心的顶层设计,提出了实现职业教育各学段纵向贯通的主要举措,打通中职到专业学位研究生的上升通道,形成由中职至专业研究生的科学完整的培养体系,并在高考改革中,完善“文化素质+职业技能”的职业院校招生录取制度。这不仅是上海市第一个体系视野下的现代职教体系规划、第一次体现大职教观的学历与培训并重的规划,也是第一个跨越15年的职教专项规划。
