自2003年SARS以来,我国政府以“问责”的方式处理多位失职高官引起了社会的广泛震动。官员问责在一定程度上填补了现行制度与行政道德之间的空白,引发了人们对政府责任以及官员任职理念的思考。问责制在我国的推行表明了政府从严治政、依法行政的决心。本文着重对问责制的政治理论基础以及我国官员问责制的建构历程及其内涵进行了阐述,分析了当前中国推行的官员问责制中需要完善的地方,并对其制度化建设提出了建议。
