从“储蓄实名制”、“自行车实名制”、“手机实名制”,到“股票交易实名制”、“高校BBS实名制”,再到“腾讯QQ群实名制”、“博客实名制”、“购火车票实名制”、“公务员用餐费用实名制”……伴随着公众的不安及舆论的质疑声,“实名制”这个词在当下迅速流行起来。“实名制”真的是公众期待的“济世良方”吗?“实名制”的背后,到底隐含着多少社会改革成本和诚信道德的沉重?抑或暴露了多少公共管理中的缺陷?当“实名制”作为一种调控手段出现的时候,人们是应该确信它能带来一些根本性的转变、相信它能完满地解决问题,还是应该清醒地认识到它仅仅是一个技术手段——可以治标,却不能治本……正义性的考量和规范性的约束,在一个“实名制”风起云涌的年度里,喧哗开场。
