当前,信息技术的发展引发了教育领域全方位的变革,对教学目标、教学内容、教学方式、教学策略、教学模式和教师的专业能力结构等方面都提出了重大的挑战,业内人士认为,培养和提升中小学教师的信息能力,是当前教师教育面临的重大课题.这是信息社会对当代教师提出的全新挑战,也是信息社会赋予当代教师特殊的历史使命.教育部在2002年3月下发的《教育部关于推进教师教育信息化建设的意见》也号召“立足于培养具有创新精神和实践能力的新型中小学师资,全面提高中小学教师队伍的信息素养”.
