“十二五”规划纲要提出,“按照市场机制调节、企业自主分配、平等协商确定、政府监督指导的原则,形成反映劳动力市场供求关系和企业经济效益的工资决定机制和增长机制”、“积极稳妥扩大工资集体协商覆盖范围”。当前,全国各级工会正在按照“十二五”规划纲要的要求和“两个普遍”的工作部署,深入推进工资集体协商机制建设。我们应当围绕“提升质量、拓展形式、深化内容”的总体要求,抓住机遇、乘势而上,努力推动工资集体协商工作再上新台阶。为此,应当着力处理好以下几个关系。一是处理好扩大工资集体协商制度覆盖

We should focus on the overall requirements of “improving quality, expanding forms and deepening content”, seize the opportunity and take advantage of the momentum, and work hard to push collective bargaining to a new height. To this end, we should focus on handling the following relationships. First, deal with expanding the collective bargaining system to cover wages
