目前的商业体制改革已经打破了国营商业“一统天下”的局面,集体商业和个体商业有了较快的发展。在这种新的形势下,国营商业还能不能发挥主导作用?对这个问题,现在存在着一些不同看法。有的同志认为,市场放开搞活以后,由于国营商业的货源没有保证,经营比重逐年下降,已很难起到主导作用;有的同志认为,国营商业服务性强,包袱重,环节多,机构大,价格管得死,与其他商业形式比较,缺乏同等竞争的条件,发挥主导
