消防监督执法工作直接涉及到各衍各业、千家万户,与改革、发展、稳定息息相关。面对社会主义市场经济建设的新形势尤其是我国加入WTO后,原有的一些落后的思想观念,陈旧的管理制度都要从根本上进行改革。要按照十六大报告中“发展要有新思路、改革要有新突破、开放要有新局面、各项工作要有新举措”的要求,全面加强公安消防监督工作,强化执法为民观念,深化消防制度改革,创新管理制度,建立新的体制,努力开创社会消防工作的新局面。

In the face of the new situation of the socialist market economy, especially after China’s accession to the WTO, some of the original backward ideas and outdated management systems must be fundamentally reformed. In accordance with the requirements of the 16th National Congress of the Communist Party of China to comprehensively strengthen public security fire control and strengthen law enforcement for the people in accordance with the requirements of the “16th CPC National Congress for the Development of New Ideas in the Development, New Breakthroughs in Reform, Opening up a New Prospect, and New Measures for All Work” Concept, deepen the reform of the fire protection system, innovation management system, establish a new system, and strive to create a new situation in social fire protection work.
