森林资源是振兴林业的基础,强化森林资源管理是人民意志的要求,是发挥森林“三效益”(生态、经济、社会)的需要。无视或削弱森林资源管理机制,作为林业主管部门来说,等于盲人骑瞎马。笔者认为,地、县两级是森林资源管理的基层。但是,目前地、县两级的森林资源管理机制最薄弱,管理也比较混乱,特别是县一级的森林
Forest resources are the basis for rejuvenating forestry. Strengthening forest resources management is the will of the people and the need of giving play to the “three benefits” (ecological, economic and social) of forests. Ignoring or weakening forest resource management mechanisms, as a forestry authority, amounts to blind riders riding blind horses. The author believes that prefectural and county levels are the grassroots forest resources management. However, at present, the forest resources management mechanism at the prefecture and county levels is the weakest and the management is rather chaotic, especially at the county level
