沙河口区街道党工委书记述职大会结束了。有两件事出乎人们的意料。一是书记们准备的述职讲稿被“叫停”使用,二是“被脱稿”的书记们个个讲得“精彩”:社区党建是什么,书记应该抓点啥、怎么抓的……既紧扣主题,又娓娓道来。对此,区委组织部副部长卢远凤说:“言之有物的‘脱口秀’,展示的不仅仅是书记们的口才,更重要的是他们对落实抓党建责任的自信。”其实,这只是大连市开展基层党组织书记双向述职评议工作中的一个剪影。近几年,大连市积极贯彻落实中央、省委有关“书记抓、抓书记”党建责任落实的部署要求,积极探索各级党组织书记落实管党责任的有效途径——双向述职评议,既增强了基层党组织书记落实管党责任的紧迫感和自觉性,又推动了基层党建的创新发展。
