政府权力的制衡,应是未来政治体制改革的关键。政府的权力是什么?首先是财权。不动财权,什么改革都是空的。所以从财税体制改革来推动政治体制改革,这应该是未来中国政治体制是核心中的核心。只有政府权力有实质性的制衡了,尤其是征税权和用税权有人民代表的实质性的制衡了,我们才能建立良序法治下的和谐社会。这也是这几年我为什么反复讲,不断地讲,要从预算民主建设上来启动政府体制改革。预算体制改革,应该以修改《预算法》来做为一个突破口。
The balance of government power should be the key to the political system reform in the future. What is the power of government? The first is financial power. Immobile financial power, what the reforms are empty. Therefore, from the fiscal and taxation system reform to promote the reform of the political system, this should be the future of China’s political system is the core of the core. Only when there is a substantive check and balance of government power, especially if there is a substantive checks and balances between the people’s deputies on taxation and the taxation right, can we establish a harmonious society under the law and order. This is also why I have repeatedly said these past few years and kept saying that it is necessary to start the reform of the government system from the perspective of budgetary and democratic construction. The budget system reform should be taken as a breakthrough by amending the “Budget Law.”
