北海少年先锋队水电站的建立是为了教育第二代能掌握自动化遙远控制水电站的技术,向科学进军及学习参观的目的,由电力部赠送给少年之家的。设计要求配合北海古建筑,并适合儿童的爱好。这项建筑还是世界第一座儿童水电站。 水电站的水力樞紐布置,选用了北海船坞北面濠濮涧对面两土山夾板桥小溪的地点,水源由永定河引水渠注入什刹海进北海经濠濮涧流经小溪,发电后尾水排入北海,这样的地形给少年儿童一种适合布置明渠引水式电站布置的印象。
