党的十六届六中全会提出了建设宏大社会工作人才队伍的任务,第十二次全国民政会议进一步明确了民政部门在推进社会工作人才队伍建设中的职能作用。认真贯彻六中全会和第十二次全国民政会议精神,建设一支结构合理、素质优良的社会工作人才队伍,充分发挥民政在构建社会主义和谐社会中的重要基础作用,是亟需我们破解的一个新的重大课题。
