朱镕基总理在九届全国人大五次会议上作《政府工作报告》时强调:要在生活和就业等方面援助“弱势群体”。国家药品监督管理局郑筱萸局长不久前,在国家药监局《药品快速鉴别手册》授书仪式上指出:对“弱势群体”要给予特殊的援助,确保他们用上安全有效的放心药。 那么什么是弱势群体呢?弱势群体是指城市下岗职工、困难企业职工、城市贫困人口、农村贫困地区群众、受灾地区群众,以及社会优抚对象和农村“五保户”等。

Vulnerable groups are laid-off workers in urban areas, workers in difficult enterprises, urban poor, people living in impoverished rural areas, people in disaster-stricken areas, and social protection targets and rural households enjoying “five guarantees”.
