住房保障制度有两种模式,我国住房保障制度的构建应立足我国国情,以“选择性保障”作为近期住房保障的目标模式,建立经济适用房与廉租房有机结合、辅以货币化补贴的保障型住房供应分配体系,具体建议:一是尽快制定全国性法律规章;二是强化政府宏观调控作用,完善保障性住房供应体系;三是加快和规范廉租房建设;四是区分保障水平的层次性。同时,注意加强各种配套手段的综合运用。
