近年北极冰融引发了国际社会对北极利益更多的地缘争夺和关注。这推动美国和中国都加大了对北极的政策倾斜和资源投入。奥巴马政府执政后期,美国在北极事务中发挥的影响力出现了一个明显的上升。这也使得中美关系中的北极议题这样一个新的领域凸显出来。中美围绕着南海争端的“针锋相对”与中美在北极事务上的“融洽合作”形成鲜明对比。无论是在现有的对话中,还是在包括北极理事会在内的国际组织中,两国在北极问题上都保持着积极的态度。中美在北极航运、能源开发、环境和生态保护等一系列问题上需要克服现有的困难和阻碍,才能更好地寻找到利益契合点。
In recent years, Arctic ice melting has triggered more international competition and interest in the Arctic. This has pushed both the United States and China to increase their policy preferences and resources for the Arctic. In the latter part of the administration of Obama, the U.S. influence in Arctic affairs has shown a clear rise. This also highlights a new area such as the Arctic issue in Sino-U.S. Relations. The “tit-for-tat” of the dispute over the South China Sea between China and the United States stands in stark contrast to the “harmonious cooperation” between China and the United States over the Arctic affairs. Both in the existing dialogue and in international organizations including the Arctic Council, both countries have maintained a positive attitude toward the Arctic issue. China and the United States need to overcome existing difficulties and obstacles in a series of issues such as the shipping of the Arctic, energy development, environmental protection and ecological protection so as to better find the point of interest.
