一、一条走不通的路我国全民所有制企业管理体制的改革所取得的成效是明显的。对改变僵化的旧体制,建立适应商品经济发展要求的新体制,都是极其重要的。但是,改革还是初步的。全民所有制旧体制中的问题和矛盾远未解决,全民经济的活力仍然没有充分发挥出来。把改革深入一步,争取早一点建立起新体制的框架,还是摆在我们面前的一个重要任务。改革需要以理论为先导。从大的方向说,全民所有制体制改革中有三个重大理论问题需要弄清楚:一是如何看待全民所有制?改革,是否定全民所有制呢,还是主要改革
First, a road that does not work The achievements we have made in reforming the management system of the whole people-owned enterprises in our country are obvious. It is extremely important to change the rigid old system and establish a new system that meets the requirements of the development of commodity economy. However, the reform is still preliminary. The problems and contradictions in the old system of ownership by the whole people are far from being resolved and the vitality of the national economy is still not fully demonstrated. It is still an important task for us to take the reform one step further and strive for a framework for establishing the new system a little earlier. Reform needs theory as the guide. From a large perspective, there are three major theoretical issues to be solved in the reform of ownership by the whole people: First, how should we treat ownership by the whole people? Reform, denial of ownership by the whole people, or major reform?
