耕地是农民的衣食之源,可有些地方的农民为何弃耕,不愿种田呢?或者说,农民种田的积极性为何不高呢?究其原因,笔者认为有如下几个方面:一是负担原因。二是灾害原因。三是物价原因。四是地力、科技原因。加之城镇建设的日益加快,开放城市的迅速发展,吸引大批农民向城镇涌进,有的经商、有的打工,这些人离土不离乡,人走了,户口还在农村,按照责任田定了30年不变的政策,他们持有土地经营权证,这些人的责任田又不能收掉,致使部分土地造成弃耕。毋庸讳言,弃耕造成土地——我国极为稀缺而宝贵资源的严重浪费,将会带来一系列严重后果。为及时有效地解决这一问题,建议采取以下措施:一是探索土地综合负担的有效办法。现行的农
Cultivated land is the source of food and clothing for peasants. Why can some peasants abandon farming and are unwilling to farm? Or why the enthusiasm of peasants for farming is not high? Needless to say, land abandonment, a country that is extremely scarce and a serious waste of valuable resources, will have a series of grave consequences.
