中国70%的国土属于山区,由于先天无优势,山区经济长期落后于平原和城市,在信息文明时代,探索山区经济特殊发展模式已经迫在眉睫,本文提出建设山区经济特区,破解山区经济千年发展之迷,彻底改变山区经济落后与贫困恶性循环,实现山区经济真正跨越式发展,本文研究了山区经济特区与沿海经济特区的本质区别、山区经济特区的理论前提、建设的阶段性,并从试点县实践的简单分析,论证山区经济特区在信息时代的可操作性和客观必然性。
