指出了我国现行林地使用制度中的不合理之处为林地产权不清,同时指出解决林地产权不清的途径是:界定产权,并在我国实行森林地租制度。实行森林地租制度的理论依据是马克思主义地租理论,最后阐述了在实行森林地租制度过程中需要注意的问题。
It points out that the irrationality of the existing system of forest land use in our country is that the forest land property is not clear. At the same time, it is pointed out that the solution to the problem of unclear forest land property rights is to define the property rights and to implement the forest land rent system in our country. The theoretical basis of implementing the forest land rent system is the theory of Marxism rent, and finally expounds the issues that need attention in the process of implementing the forest land rent system.
