The Fifth Plenary Session of the 15th CPC Central Committee clearly stated that during the 10th Five-Year Plan period, development must be regarded as the theme; and it is emphasized that development is the absolute principle and is the key to solving all problems in China. This is a “theme” and “the key to solving all problems in China.” Its use of word weight is very rare in the previous central documents. This is a far-reaching conclusion made by the CPC Central Committee after conducting a profound analysis of the international and domestic situation.
