在人口数量不断增加、土地面积不断减少等情况下,要想确保国家粮食的安全,促使农业综合生产力的不断提高,必须强化对农村小型农田水利设施的建设。最近几年,一些农业税费取消后,农民群众的投工投劳现象明显降低,农田水利建设明显下降,对粮食产量具有直接的影响,阻碍农业综合生产力的不断提高。因此,必须加强对农村小型农田水利设施的建设。
