中国资产评估协会在湖北宜昌举办了国企改制资产评估培训班,全国各地108家评估机构的182名负责人参加了培训。国资委产权局处长郜志宇、黄景安、中石化财务部处长刘智、中央财经大学教授刘玉平等为培训班授课。课程内容包括:国企改制中的热点问题、国企产权转让的有关政策、国企改制及其主辅业分离的有关政策以及与价值评估相关的问题、国企改制中资产评估问题、评估报告的审核及建议等,并讲解了《企业价值评估指导意见(试行)》。培训班邀请三峡集团财务部部长杨亚介绍了三峡建设资本的运作情况、资本运作过程中资产评估的难点问题及解决的办法。通过学习,学员了解了政策,开阔了视野,受益匪浅。此次培训得到了学员们的认可,普遍认为,无论课程设置还是师资按排,都比较合理。学员们畅谈了自己参加此次培训班的体会和感受,并提出了一些合理的意见和建议,现将学员们的部分感受摘编如下,供大家参考。
China Assets Appraisal Association held a training course on state-owned enterprise restructuring assets evaluation in Yichang, Hubei Province, and 182 leaders from 108 assessment agencies across the country participated in the training. Director of State-owned Assets Supervision and Administration Bureau Zhi Zhiyu, Huang Jingan, Director of Sinopec Finance Department Liu Zhi, Professor Liu Yuping of Central University of Finance and Economics for the training courses. The course contents include the hot issues in the reform of state-owned enterprises, the policies on the transfer of property rights of state-owned enterprises, the related policies on the separation of state-owned enterprises and their separation of principal and auxiliary businesses, the problems related to value assessment, the assets appraisal in the reform of state-owned enterprises, the review and suggestions on appraisal reports Etc., and explained the “Guidance on Enterprise Value Evaluation (Trial)”. The training course invited Yang Ya, Minister of Finance of the Three Gorges Project Group, to introduce the operation of the Three Gorges construction capital, the difficulties of assets appraisal in the capital operation and the solutions to the problems. Through learning, students understand the policy, broaden their horizons, benefit. The training has been recognized by the trainees and it is generally believed that it is more reasonable whether the course is set up or the teachers are arranged in rows. The trainees talked about their experiences and feelings of participating in the training course and put forward some reasonable opinions and suggestions.
