节能减排是落实科学发展观、转变经济发展方式的紧迫任务,事关人民群众切身利益和经济社会可持续发展。“十一五”以来,为实现节能减排目标,中央及各地区各部门加大投入力度、完善政策措施、建立长效机制,取得了显著成效。本期专题回顾了“十一五”前四年我国节能减排工作的成绩,展现了2010年各级各部门决战“十一五”节能减排目标的情景,并介绍了部分地区财政部门推动节能减排工作的经验做法。
Energy conservation and emission reduction are the urgent tasks of implementing the scientific concept of development and transforming the mode of economic development, and are related to the vital interests of the people and the sustainable economic and social development. Since the Eleventh Five-Year Plan, in order to achieve the goal of energy-saving and emission reduction, the Central Government and all localities and departments have increased their input, perfected their policies and measures and established a long-term mechanism with remarkable results. This issue reviews the achievements of China’s energy-saving and emission-reduction work in the first four years of “11th Five-Year Plan” and shows the target of “Eleventh Five-Year” energy-saving and emission-reduction in various departments and units at all levels in 2010 and introduces some Regional finance departments to promote energy-saving emission reduction work experience.
