最近,笔者到一些乡村企业进行调研,所见所闻,感慨颇多:有些乡村企业设在村边田头,由于经营管理不善,关闭停产多年,厂内杂草丛生,垃圾满院,房舍门窗大都被损坏;厂房内存在的一些设备,布满厚厚的尘土,有的成为一堆“废铁”。对于这类乡村企业,想再启用,恐怕不是举手之劳的事,即便进行企业改制,如不进行技术改造或新上其它项目,很难再起死回生。据当地村民反映,有些企业已有多年没有生产了,可占用的土地有十几亩或几十亩,企业既然这样闲置多年,能不能把停产多年建厂征用的土地交给或租给他们耕种。
