陶二煤电股份有限公司的职工构成主要由两部分组成,一部分是“白领”阶层,即正式职工(固定工)和准正式职工(合同制工);另一部分是“蓝领”阶层,即农民协议工或农民轮换工。1999年股份制改革以后,陶二煤电股份有限公司共有农民协议工865人。目前,这些协议工绝大部分分布在采煤、开拓、掘进等7个生产单位。他们从事的都是脏、累、险的工作,是井下生产一线的主要力量。但是,这部分生产一线的生力军,对自己的组织——工会,却不像“白领”们那么热情。据统计,“白领”职工的人会率在90%以上,而“蓝领”职工的入会率只有35%,并且,“蓝领”职工越是参加工作晚,入会率越低。参加工作不到一年的协议工,人会率仅有22.8%。
