The Bush administration has been vigorously urging Congress recently to give it a broad mandate to negotiate a trade agreement. The proposed trade facilitation delegation bill will limit Congress’s ability to vote in favor of or deny any trade agreement signed by Bush without any amendment to the labor and environmental protection provisions.
